[PC] Console will not work

I just bought COD4 and i played alot of COD2 so i am very famaliar with console and console commands. However my console will NOT work, Ive tryed everything listed on here and other websites. Under dedicated servers enable console is put to yes but it will still not work. Ive tryed everything. PLEASE someone help me

I see people saying this all the time but on my game there is no game options there is just options and it brings up video, audio, controls, dedicated servers,

Cevo is still sticking with CoD4 as far as I know. Most PC leagues dropped Call of Duty after the abortion known as MW2
